The project was designed and constructed by Qingneng Institute and is located in Lingcheng District, Dezhou City, Shandong Province. After the project is put into operation, it is equivalent to saving 1,536 tons of standard coal and reducing carbon dioxide by 3829 tons every year, effectively solving the local clean heating problem.

The project adheres to the development method of "filling with fixed production and balanced production and irrigation". According to the characteristics of heat storage, geothermal wells are constructed with large-diameter gravel filling and directional cement cementing technology.
